What the others above me said AND item level (not the item lvl requirement) plays an important factor. If an item doesn't meet a certain ilvl required for x amount of sockets, it will never be able to get sockets above the specific amount dictated by the ilvl, regardless of the max sockets possible on that slot (as in 6 for chest, 4 for boots etc).
